The year of manufacture is N number/manufactured around 1991,
The luminous material is tritium.
This particular one has some pretty strong tritium burns!
You can still find some with white dials if you look for ones with strong tanning.
It's surprising how few black dials with patina are available.
It is also a model that connoisseurs are looking for!
